Rubio put a block on Roberta Jacobson’s nomination as the top U.S. diplomat for Latin American until the Obama administration addressed some of the myriad complaints. A flurry of exploratory drilling in the past year has found precious metals worth potentially $20 billion deep below the tropical ridges in the country's northeastern mountains. Now, a mining company is drilling around the clock to determine how to get those metals out.

In neighboring Dominican Republic, workers are poised to start mining the other side of this seam later this year in one of the world's largest gold deposits: 23 million ounces worth about $40 billion.

The Haitian government's annual budget is $1 billion, more than half provided by foreign assistance. The largest single source of foreign investment, $2 billion, came from Haitians working abroad last year. A windfall of locally produced wealth could pay for roads, schools, clean water and sewage systems for the nation's 10 million people, most of whom live on as little as $1.25 a day.

"If the mining companies are honest and if Haiti has a good government, then here is a way for this country to move forward," said Bureau of Mines Director Dieuseul Anglade.

In a parking lot outside Anglade's marble-floored office, more than 100 families have been living in tents since the earthquake. "The gold in the mountains belongs to the people of Haiti," he said, gesturing out his window. "And they need it."

Haiti's geological vulnerability is also its promise. Massive tectonic plates squeeze the island with horrifying consequences, but deep cracks between them form convenient veins for gold, silver and copper pushed up from the hot innards of the planet. Prospectors from California to Chile know earthquake faults often have, quite literally, a golden lining.

Until now, few Haitians have known about this buried treasure. Mining camps are unmarked, and the work is being done miles up dirt roads near remote villages, on the opposite side of the country from the capital. But U.S. and Canadian investors have spent more than $30 million in recent years on everything from exploratory drilling to camps for workers, new roads, offices and laboratory studies of samples. Actual mining could be under way in five years.

"When I first heard whispers of this I said, 'Gold mines? There could be gold mines in Haiti?'" said Michel Lamarre, a Haitian engineer whose firm, SOMINE, is leading the exploration. "I truly believe this is our answer to taking care of ourselves instead of constantly living on donations."

On a rugged, steep Haitian ridge far above the Atlantic, brilliant boulders coated with blue-green oxidized copper jut from the hills, while colorful pebbles litter the soil, strong indicators that precious metals lie below.

"Just look down," said geologist John Watkins. "Where there's smoke, there's fire."

Nearby, 8-year-old Whiskey Pierre and his barefoot buddies stared at a team of sweat-drenched men driving a narrow, shrieking diamond bit 900 feet into the ground.

"That is a drill!" shouted Whiskey, bouncing on his toes. "The man drill to get gold!"

The workers periodically pulled up samples and knocked them into boxes. The first 40 feet yielded loose rocks and gravel. About 160 feet down, cylinders of rock came back peppered with gold. At 1,000 feet down, rocks were heavily streaked with copper.

Geologists extrapolating from depth and strike reports estimate at least 1 million ounces of gold at two sites. In April, prospectors found the first significant silver ever reported in Haiti: between 20 million and 30 million ounces. And in the end, it may be copper that is the most lucrative: geologists suspect that more than 1 million tons lay in just one of many areas under exploration.

The prices of precious metals have been volatile in recent years, with copper selling for about $8,000 per ton, silver at $30 an ounce, and gold at $1,600 per ounce.

The Slavery Abolition Memorial in the French city of Nantes opened its doors in March.  Nantes was one of France's leading slave ports and it made the city rich. But the city covered up its dark history for decades.

The city known for its art festival and its Mardi Gras-style carnival, has always boasted of its history as a great industrial city and colonial port. A collective silence covered up the fact that the prosperity of the city's great families, were built on the slave trade.

It wasn't until the end of the 1980s that historians, organizations and local politicians began to experience a shift in thinking. The idea to firmly establish the history of slavery into the town's landscape came next. "It wasn't an easy path," Ayrault, the town mayor recalls. "But after initial resistance from reactionaries in the town, the majority of people and politicians ended up backing the plan."

The site of the memorial, the Quai de la Fosse, was the wharf where the slave ships moored before they departed for Africa. The installation comprises a sloping wall of opaque glass that cuts through the wharf's promenade, while a total of 1,710 panels laid into the sidewalk feature the names of slave ships.

In other panels quotations are engraved of black writers, activists and historical figures from diaspora.

The memorial is designed by the Polish artist Krzysztof Wodiczko and the American architect Julian Bonder. According to the designers the memorial is designed in a way visitors will experience the confinement felt by the slaves on board the slave ships.

According to Nantes officials the Memorial to the Abolition of Slavery is unique in Europe.

The renowned jazz pianist's first major initiative since being named a UNESCO Goodwill Ambassador last July is to establish International Jazz Day to be held on April 30 of every year. That date coincides with the last day of what has been celebrated as Jazz Appreciation Month in the U.S.

This year's inaugural event — organized by the U.N. Educational, Scientific and Cultural Organization in partnership with the Thelonious Monk Institute of Jazz, which Hancock chairs — will include star-studded concerts in Paris, New Orleans and New York as well as jazz-related events in several dozen countries from Algeria to Uruguay.

Hancock said he had little difficulty lining up support for his proposal from the 195-member U.N. cultural organization "because so many countries have been affected in crucial ways over the years by the presence of jazz."

"Jazz has been the voice of freedom for so many countries over the past half century," Hancock said in a telephone interview ahead of Tuesday's official announcement of International Jazz Day.

"This is really about the international diplomatic aspect of jazz and how it has throughout a major part of its history been a major force in bringing people of various countries and cultures together."

UNESCO Director-General Irina Bokova endorsed the initiative. In a statement, she said International Jazz Day is intended to bring together people all over the world "to celebrate and learn more about the art of jazz, its roots and its impact, and to highlight its important role as a means of communication that transcends differences."

The official kick-off will be on April 27 with an all-day program at UNESCO Headquarters in Paris that will include master classes, roundtable discussions and improvisational workshops. An evening concert will feature Hancock, Dee Dee Bridgewater, South Africa's Hugh Masekela and Brazil's Tania Maria, among others.

Hancock will begin the April 30 celebrations with a sunrise concert at New Orleans' Congo Square, the birthplace of jazz, which comes right after the first weekend of the city's Jazz and Heritage Festival.

The concert will present local jazz luminaries Terence Blanchard, Ellis Marsalis, Dr. Michael White, Kermit Ruffins and the Treme Brass Brand. Hancock plans to perform his funky standard "Watermelon Man" with high school students from around the world via an Internet link.

He then will fly to New York for a sunset all-star jazz concert for the international diplomatic corps at the U.N. General Assembly Hall to be hosted by Morgan Freeman, Robert DeNiro, Michael Douglas and Quincy Jones. The concert will be streamed live via the U.N. and UNESCO websites.

Its lineup already includes Hancock, Bridgewater, Wynton Marsalis, Wayne Shorter, Christian McBride, Esperanza Spalding, Jack DeJohnette, Derek Trucks, Susan Tedeschi and Jimmy Heath. The Americans will be joined by an international cast of musicians spanning different genres, including Richard Bona (Cameroon), Hiromi Uehara (Japan), Zakir Hussain (India), Angelique Kidjo (Benin), Lang Lang (China), and Romero Lubambo (Brazil).

For Hancock, the two concerts symbolize the jazz globalization he's observed since he launched his career a half century ago.

"It's America's music, born and bred in America, that has spread its wings throughout the rest of the world," said Hancock.

As Monk Institute chairman, Hancock has seen more foreign musicians selected as finalists in its yearly competitions as well as fellows for its two-year jazz performance college program at UCLA. The fellows include guitarist Lionel Loueke from Benin, who's now a member of Hancock's quartet.

Hancock sees his latest initiative as an extension of his 2010 CD, the double Grammy-winning "The Imagine Project," a globe-trotting, genre-mixing effort that featured a United Nations of pop and world music stars from 10 countries.

"I'm really excited about International Jazz Day because so many artists from various countries and genres have a connection to jazz and will be able to honor this music that has had a profound effect on them," Hancock said.

"I hope that this day spreads the joy of spontaneous creation that exists in this music," he said. "My feeling is that jazz will be getting its just due."

AICHAD_confLaunching the “On the Road to Baltimore Campaign,” the Hopkins Center for Health Disparities Solutions at the Johns Hopkins Bloomberg School of Public Health has now opened registration for the International Conference on Health in the African Diaspora – ICHAD 2012. The conference will be held July 4-8, 2012 at the Renaissance Baltimore Harborplace Hotel in Baltimore, Maryland, USA. 

The theme of ICHAD 2012 is "The Great Scattering: Connecting the Dots between Slavery and Contemporary Health in the African Diaspora." 
Today there are approximately 160 million black descendants of the Trans-Atlantic Slave Trade living throughout the Western Hemisphere. ICHAD 2012 is an international conference that will explore how this population is doing today. From Canada to Argentina, blacks throughout the region share a common history of slavery, marginalization, and resilience. However, this group has also evolved through divergent social and cultural experiences, with research showing striking commonalities and differences in the health and well-being of slave descendants. 

There is also a stark health divide between slave descendants and other groups. For example, compared to the infant mortality experience of general populations in the Western Hemisphere, black infants throughout the region are at least twice as likely to die before their first birthday. 

In the summer of 2012, researchers, policy makers, health advocates and other change agents from across the hemisphere will gather in Baltimore to explore the health status of black descendants of Trans-Atlantic Slave Trade and to identify multilevel actions, including international partnerships, for improving the health of this population. 

Presenters at the conference hail from over ten academic disciplines, including public health, sociology, medicine, economics, history, anthropology, nursing, and psychology. Presentations will focus on more than a dozen countries in the region, including Brazil, the United States, Colombia, Cuba, Jamaica, Canada, Honduras, and the Dominican Republic.
